Learning: (innate ability) 10% chance of learning a monster skill used against the Blue Mage.
Magick Hammer: MP damage
Shake Off: 65% damage of attack command to all adjacent units.
Screech: minor damage and low chance of Confuse
Sandstorm: minor damage and low chance of Blind
War Dance: Temporarily raise Brave of all units adjacent to Blue Mage. Lasts one turn.
Aqua Rake: Water Elemental AoE attack
Frost Sweep: Ice Elemental AoE attack
Revenge: Target receives damage that is equal to Strago's current HP against maximum HP.
Matra Magick: Switches HP and MP of target. Fatal if MP is 0. Low accuracy.
Reaction
MP Shield: Converts HP damage to MP damage. Will not work if there is no MP to spare. Overflow is taken from HP.
Lore: Learning is increased to 15%.
Support
Learn: Learn Blue Magick when struck with them in combat
Immunity: Buffs and nerds cannot be removed from Blue Mage.
Movement
Scamper: If the Blue Mage learned a Monster Skill during combat, +2 Move.

One word here: Lore, Lore, Lore. Also, Strago. Perhaps that's four words, but that's how I would see any iteration of Blue Mage in a game like this, and how I've seen Blue Mage for ten years now. I'll comment when I get a bit more re-indoctrinated.
